The old line of thought was that if you did not have a driver’s license there was no way for DPS to keep track of the driver. Therefore, there was no way to report convictions. This is not true however. Traffic ticket convictions are simply reported under the Identification Card of the driver. All the fines and penalties associated with the convictions are then placed on the I.D. until resolved. No person will be able to receive a valid driver’s license until any outstanding issues are resolved under the I.D. Number.
Basically, DPS will suspend your ability to even think about getting a driver’s license if you choose not to get one. Further, if your driving record shows multiple violations a police officer has the discretion to arrest you and charge you with the higher offense of DWLS which is a class “b” misdemeanor. For this reason, if you do not have a driver’s license and intend to get one in the future, you are going to need to hire a lawyer to keep your I.D. clear until you choose to take the course.
